Clever Russians always finding ways to break laws without facing the consequences. This guy got pulled over for illegally tinted windows. When cop went to get the tint meter the tint magically disappeared.

Other then because ricecar and privacy. Because some places have more then one season, Where I live in Canada we get -30C days in the winter and +30C days in the summer,
